This decree caused an uproar among all the forces in the world.

No one knew what madness had possessed the leaders of the Holy Land Jerusalem to issue such a decree.

At first, the various forces didn't take it seriously, but as more and more New Humans sought refuge in the Holy Land, including some ranked among the top hundred,

even the Science Alliance began to suffer internal dissent, with a portion of the top scientists defecting and openly joining the Holy Land of Jerusalem.
