Helping Qin Shuman can be approached in two ways: leveraging "connections" or using the "cheating code."
Regarding connections, Qiu Tu planned to find an opportunity to subtly discuss the matter with Shen Lingshuang.
Her father was a high-ranking official in the shelter, and she was a pharmacist, so she might know a way to help Qin Shuman.

Inside, Qiu Tu brewed a pot of tea and poured a cup for Cao Dabiao.
Cao Dabiao, his belly protruding, waved his hand repeatedly, “No more for me, I’ve had too much.”
Qiu Tu glanced at him and jokingly scolded, “You guys sure enjoyed your meal, huh? Not worried about spending public funds?”
Cao Dabiao chuckled, “The bureau reimburses us. If we don’t spend it, it’s wasted.”
Qiu Tu knew this was a test, so he reassured Cao Dabiao, “As long as we solve the case, it’s worth spending. If the funds run out, I’ll apply for more!”
Hearing Qiu Tu’s confident words, Cao Dabiao smiled broadly. He took out a dossier and handed it to Qiu Tu, “Sir, this is what we gathered tonight.”
Qiu Tu acknowledged, accepting the dossier and sitting down.
He opened it and began reading through the documents. To his surprise, Cao Dabiao had done an impressive job. The dossier contained detailed records of all significant conversations in Room 108 that night, including notes on the participants.
For instance, seven people entered Room 108 that night. The main speakers were a young man with a crew cut and an elderly man in black.
The first page even included simple sketches of their faces, making it easier for Qiu Tu to identify them.
Besides the written records, the dossier contained original audio tapes and undeveloped film. Qiu Tu was quite pleased with Cao Dabiao’s thorough work.
Feeling generous, he praised, “You did a great job, Dabiao. The information is comprehensive.”
As he continued examining the data, he asked, “Anything noteworthy during the surveillance? Any thoughts?”
Cao Dabiao, prepared, smiled and pointed to his drunken face, “Sir, I was too busy eating and drinking to pay attention. You’ll have to review it yourself.”
Qiu Tu, recognizing Cao Dabiao’s ploy to feign ignorance, wasn’t upset. He skimmed through the information, understanding why Cao Dabiao played dumb.
It was simple: the matter was highly sensitive, involving not only mid-level officials from the Investigation Department but also the prominent Qin family.
Cao Dabiao couldn’t afford to offend either Qiu Tu, with his mysterious background, or the powerful Qin family.
So, he meticulously recorded everything but drank heavily to excuse himself from remembering details.
This was a common self-preservation tactic for small players in chaotic times.
Not bothering him further, Qiu Tu waved him off to rest.
After carefully reviewing all the documents and listening to the recordings of all conversations in the room, Qiu Tu sat quietly in his chair, eyes closed, fingers tapping rhythmically on the table.
The information and recordings were straightforward: representatives from two factions negotiating.
Based on their titles, one side was represented by a young captain from the RUF, and the other by an elderly butler from the Qin family.
The butler’s specific branch was unclear from the recordings, but it was likely the second branch.
The negotiations were for drug transactions.
In troubled times, besides gold, the most valuable and scarce commodities were drugs and weapons.
Hence, the Qin family, exploiting the situation, demanded exorbitant prices and additional harsh conditions.
For instance, they required the RUF to assist the Security Division in some operations, helping Director Qin gain merits. They also demanded part of the payment in young women or two- to three-year-old boys.
While the shelter controlled the planning areas, most of the world remained in disaster zones, where many ordinary people lived in dire conditions. The Qin family couldn’t directly harvest people from these areas, but the RUF could.
These captured young women were sent to the Qin family’s underground brothels, generating high profits, while the young boys were trained as private soldiers or enforcers.
After listening to all the recordings, Qiu Tu’s gaze darkened.
The Qin family’s dirty dealings reminded him of his own days when he was sold to northern Myanmar. To the Qin family and the fraud syndicates, humans were never “people,” just “goods.”
“Despicable,” Qiu Tu muttered, his mind racing to figure out how to deal with the Qin family.
Quickly, he made a decision.
